Atlantic City’s gaming industry was born on May 26, 1854 with an act of the New Jersey legislature that authorized certain persons to establish and maintain a commercial enterprise known as a boardwalk. By March 2, 1858, legislation passed by both houses allowed for roulette and three-card poker games as well. The following year saw billiard tables added to Atlantic City’s growing list of amusements. Casino-type gambling – in other words, where winning involves some element of chance – would not arrive on the scene until June 4, 1897 when dealer Charles E.
