For the establishment of new industries, there are various permissions and licenses that one needs to obtain. Some permissions from the pollution control board, municipal authority and so on. Without these NOCs, you are not allowed to establish a new factory or industry. Similarly, if you want to expand your current business, you will be required to get authorization from various bodies including Punjab Pollution Control Board (PPCB). This permission is called No Objection Certificate (NOC) from PPCB.
The tasks assigned to PPCB are:
- Implementation of all environmental related laws within Punjab State.
- Organize and coordinate anti-pollution programs throughout Punjab.
- To act as an advisory body for the Government on matters relating to prevention and control of water/air pollution.
- To lead efforts towards environmental conservation through public awareness programs and media campaigns.
Punjab pollution control board consent to operate
The consent to establish is given by the state government to an industry or a project either directly or through the State Pollution Control Boards/Pollution Control Committees. The consent is granted on the basis of information furnished by the applicant regarding location, process, raw material, pollution control devices etc. and further examination carried out by the State Pollution Control Boards/Committees.
The consent to operate is given by the State Pollution Control Boards/Committees to an industry or a project for operation when it is satisfied that such industry or project does not cause any pollution. In case of new industries, consent to operate is granted only after inspecting the site and examining all relevant documents regarding pollution control measures.
What is an NOC Certificate?
NOC means no objection certificate. This certificate is issued by the concerned authorities to the individual or organization to start any new business, for land purchase, for newly constructed building, for import and export of goods and other similar purposes.
In case you want to start any new business or buy land, the concerned authority will verify your background along with the property papers. If everything is fine and there are no objections from the side of the authority about your business or land purchase, then a No Objection Certificate is issued in your favour.

How to obtain Punjab Pollution Control Board NOC CTE/CTO consent?
The Consent to Establish (CTE) is permission that is given by the State Pollution Control Board to any unit or industry before they start their operations in the state. This permission shall be obtained by a unit within a period of six months from the date of establishment of the industry. The Consent to Operate (CTO) is issued by the State Pollution Control Board to any unit when it has actually started its operation in the state and is also placed on record as such. The application for obtaining Consent to Establish shall be made within a period of six months from the date of establishment of the unit, in Form-1, along with requisite fees.
